Vice President Dick Cheney espoused what he called the "one percent" national security policy following 9/11, repeatedly invoking the principle that if there's even a one percent chance of a terrorist attack, America must prepare as if this were a certainty. As births are increasingly treated as potential emergencies requiring expensive, high-tech interventions, Judy argues that Cesarean sections represent the most recent example of how this same extremist doctrine is playing out in women's health today.
